What it means. The file space in this app's plan is used up, so no upload link was given for that file. All the apps on one account share it.

What to do. Delete files the apps no longer need and ask for the link again, or tell the person to move to a plan with more room. Personal includes 10 GB for all of an account's apps together, Family 50 GB and Community 100 GB; an app nobody has kept yet has 1 GB of its own. The app itself keeps running and nothing is deleted. Note that this refuses upload links only: a file the app writes for itself through UARPIE_STORAGE_BUCKET still goes through, and still counts.
